National Health Reform Educational Workshops
Congress passed new national health care reform legislation in March 2010, with many new regulations taking effect this year. Champaign County Health Care Consumers organized a series of in-depth workshops throughout Fall 2010 to provide consumers with detailed information on the most asked about health reform topics. These workshops were designed to provide you with consumer friendly information about the national health reform law and how it will affect you.

Workshop 1 – Health Insurance Changes: What You Need to Know

Date: Wednesday, October 6, 2010
Time: 6:00 p.m.
Location: Champaign Public Library
200 West Green Street, Champaign
— This workshop focused on the many new insurance regulations going into effect now and in 2011. Topics included dependent coverage, preventive care coverage, high-risk insurance, new consumer rights, and the need for ongoing advocacy and changes at the state level.

Workshop 2 – Help for Medicare Beneficiaries: New Medicare Benefits and Tips for Part D Open Enrollment
Date: Wednesday, November 3, 2010

— This workshop focused on changes to Medicare, including coverage of preventive care, donut hole rebates, and other new benefits under health reform. The workshop also gave information and consumer tips on Part D open enrollment.

Workshop 3 – Finding Affordable Health Care: Local Programs & Resources
Date: Wednesday, December 1, 2010
Time: 6:00 p.m.
Location: Champaign Public Library

— This workshop focused on local resources, programs and clinics providing affordable health care and dental care for low-income and uninsured residents of our community.

The workshop co-sponosrs include: CCHCC’s Health Care Access Task Force, CCHCC’s Medicare Task Force, the Illinois Disciples Foundation, Prairie Center, Provena Covenant Medical Center, University YMCA, Family Service Senior Resource Center, Illinois Alliance for Retired Americans, East Central Illinois Area Agency on Aging, the Christian Social Action Ministry of Wesley United Methodist Church and Foundation, Carle Foundation, Citizen Action/Illinois, and AFSCME Retirees Subchapter 88.

Health Reform Brief: New High-Risk Pool for the Uninsurable

We at Champaign County Health Care Consumers (CCHCC) want to update you about a new provision of the national health reform law, The Patient Protection and Affordable Care Act (PPAC Act), that will soon be going into effect. If you are someone who might benefit from this new provision, I would like to hear from you as soon as possible.

HIGH-RISK POOL – INSURANCE FOR THE “UNINSURABLE”

The new PPAC Act provision about to go into effect is the creation of a temporary high-risk pool to provide health coverage to individuals with pre-existing medical conditions.

This is scheduled to be implemented around July 1, 2010. The PPAC Act specified that the high-risk pool is to be implemented within 90 days after the passage of the law.

The temporary high-risk pool will provide coverage until 2014 for many of those individuals who are currently uninsured as a result of pre-existing conditions (the “uninsurable”).

Starting in 2014, the PAAC Act prohibits health insurers from basing coverage or pricing decisions on health status and pre-existing conditions. Therefore, at that point in time, the high-risk pool will no longer be needed, and the people who are currently “uninsurable” because of “pre-existing” conditions, will be able to purchase health insurance just like everyone else.

WHO IS ELIGIBLE FOR THE HIGH-RISK POOL?

The PPAC Act defines eligible individuals as:

1. Uninsured for 6 months
(if you are currently insured through the state’s existing high-risk pool — IL Comprehensive Health Insurance Program – ICHIP – you are not considered “uninsured”);

2. a citizen of the United States; and,

3. have a pre-existing condition.

AFFORDABILITY OF NEW HIGH-RISK POOL:

The PPAC Act requires that the premiums paid by those covered by the temporary high-risk pool not be more than 100% of the standard premium rate. So, prospective enrollees should expect that the premiums will be as costly as current “standard” insurance rates. It is quite possible that low-income consumers may have a difficult time affording this high-risk insurance.

HOW THE HIGH-RISK POOL WILL BE CREATED IN IL:

The federal government is making funding available to states in order for the states to implement their own high-risk pools, with guidance from the federal government.

The federal government has set aside $5 billion to support the establishment of these high-risk insurance pools in all states. Illinois is eligible to receive approximately $196 million of this funding.

The State of Illinois is pursuing the opportunity to cover more uninsured citizens in IL through the expansion of its existing high-risk insurance program, ICHIP (not to be confused with the children’s health insurance program, also called “CHIP”).

IF YOU CURRENTLY HAVE INSURANCE THROUGH ICHIP:

Unfortunately, the federal funds cannot be used to reduce your premiums if you currently have health coverage through ICHIP. However, you should not experience any changes or problems with your current ICHIP coverage as a result of the PPAC Act.

Medicare Task Force meets with Durbin

In August 2010, the Medicare Task Force requested individual meetings with the legislators from our state who have taken the lead on Part D reform. Several leaders of the Medicare Task Force met with Rep. Schakowsky in Chicago and Sen. Durbin in Champaign to discuss Part D reform, health reform, and Social Security. At the meeting, the Task Force thanked Rep. Schakowsky and Senator Durbin for their commitment to fixing Part D and encouraged them to keep up the good work. The Task Force encouraged them to re-introduce the Medicare Prescription Drug Savings and Choice Act in 2011 and promised support in any way necessary. The Task Force also discussed the legislators’ roles on President Obama’s Deficit Reduction Commission. The Medicare Task Force is very concerned that the commission is considering cuts to Social Security as a way to decrease the national deficit, despite the fact that Social Security is budget neutral and has not added to national deficit in any way. The Task Force was glad to hear that both Rep. Schakowsky and Senator Durbin have voiced their opposition to raising the Social Security retirement age or privatizing Social Security. The Task Force received excellent insight into the work that is going on in Washington D.C. and will use that information to help plan organizing efforts over the coming months.

On Wednesday, December 1, 2010, CCHCC held the third and final workshop in a series of National Health Reform Educational Workshops. Workshop 3 focused on local resources, programs and clinics providing affordable health care and dental care for low-income and uninsured residents of our community. The workshop was very successful, with over 50 community members in attendance.
